Not all “approved plots” are truly approved - and that’s where most buyers go wrong. The term “government-approved” is often used loosely, creating confusion about what it actually means.

The recent Nexa Evergreen Scam created a lot of panic amongst people. With lucrative high-return promises, Nexa Evergreen Pvt. Ltd. collected ₹2,700 Cr from around 60 to 70 thousand investors. This scam created confusion amongst investors about the legalities of Dholera Smart City plots.

Dholera approved plots don’t have RERA, as RERA is mainly for housing. So, people look for government-approved plots. What does government-approved really mean? A truly government-approved plot should have NA-NOC status, AUDA approval, a clear title, and fall within a town planning scheme.

With increasing infrastructure development in Dholera, the demand for Dholera Smart City plots is rising. More than ₹1 lakh crore have already been invested in Dholera by investors.

Why Is There So Much Confusion Around “Government Approved” Plots in Dholera?

Most Dholera land is agricultural. Farmers are selling these lands to real estate developers who are further selling them to investors. Since RERA does not apply to many such plots, there is no single authority defining what “government-approved” truly means.

So, different sellers interpret it differently. Some just take NA-NOCs, some only take AUDA, etc., and call the plots ‘government-approved’.

The confusion arises because multiple approvals are actually required - NA-NOC status, AUDA approval, clear title, approved layout, and proper town planning inclusion. Only when all these documents are ready can an investor legally sell the land. As buyers don’t know this plethora of approvals required, they often assume that having just one approval is enough, leading to misinformed decisions.

ALL the following approvals are important for a plot to be considered legal in Dholera -

  1. NA (Non-agricultural status) - Plots in Dholera for sale must have a non-agricultural status for residential development or commercial use. Without it, buyers will incur high costs to get the agricultural status converted to non-agricultural NA plots in Dholera.
  2. NOCs and authority approvals (AUDA/local authority) - NOC (No Objection Certificate) for Dholera plot means it is approved for development by the Dholera Special Investment Region (SIR) authority, confirming it is not agricultural. Approvals from authorities like AUDA and relevant departments (water, electricity, drainage) are essential. Without these, development will be considered illegal.
  3. Clear land title - A clear land title is a must-check to avoid legal issues later. If a land is disputed, ownership is ambiguous. Such Dholera plot investment must not be dealt with. Only Dholera approved plots with clear titles should be bought.
  4. Plan pass & layout approval from AUDA - Dholera Smart City projects must have the project layout and development plan approved by the Ahmedabad Urban Development Authority. This means that the development complies with the region’s regulations, zoning laws, and infrastructure planning standards.

Additionally, buyers must check for utility and tax clearances, seller authenticity, and registry readiness. Make sure to check if they have been recorded in the government's land records. This allows fast-track development and official use of the property.

Why Most Plot Listings in Dholera Don’t Meet Proper Approval Criteria

  • Many plots in Dholera for sale are agricultural land. To legally sell such land, approvals like NA (Non-Agricultural status) and necessary NOCs are required.
  • Also, plots inside Dholera SIR have possession timelines of 2035. So, many investors are buying plots outside Dholera SIR.
  • Then how are such plots still sold? Scammers make use of the interim time when approvals are in process. They market and sell land even before getting all the required clearances. If approvals don’t come, projects may get abandoned midway, putting the buyers’ hard-earned money at risk.
  • Another way is land outside Dholera SIR is misrepresented as part of the core region, creating confusion due to low government surveillance.
  • Truly, there is a gap between the marketing of Dholera approved plots and the reality of it. Marketing shows everything to be pitch-perfect, while the reality lacks basic approvals. Buyers in Dholera Smart City should verify all documents and approvals carefully before investing.

Planned vs Unplanned Plots in Dholera: What’s the Real Difference?

The real difference between planned and unplanned developments is the difference in quality. When it’s planned, every small thing has been taken care of, ensuring a premium experience, which is usually difficult in unplanned developments.

Plots are available inside and around Dholera SIR. However, plots within the core city are largely government-controlled, limited in supply, and primarily for commercial use. Possession of these Dholera SIR plots isn’t before 2035, making them both expensive and time-consuming.

Hence, people are investing outside Dholera SIR, in nearby developing areas. These plots near Dholera SIR provide low entry barriers with great returns - a sweet spot for every real estate investor.
